Oswald Spengler was a German historian most famous for his magnum opus, The Fall of the West. In his two-volume work, Spengler proposed that although civilizations and cultures might take different forms (such as there being different species or genera of plants) they also tended to grow and decline in similar phases and trajectories. In his works, he applied his principles to past and current civilizations, including our own civilization (Western or Faustian). So while not exactly a cyclical view of history, he certainly believed that the history of civilizations on a grand scale mirrored or rhymed.
One of his predictions is that when a civilization had fully matured, there would come a point where a strong man (a Caesar) would arise that tame the forces trying to tear that civilization apart as the civilization moves into a post-democratic phase. The video below explains Spengler's thoughts concerning a Caesar type figure, and the signs that a civilization was about to enter that phase.
The implication from the video seems to be that President Trump may be the Caesar figure predicted by Spengler. I don't think so, but I guess we will see.
