Trump stated in an interview with 60 Minutes' Nora O'Donnell that Russia and China have been conducting underground nuclear tests, and that this is the reason for his directive that the U.S. resume testing of nuclear weapons. There really isn't anything more in the article other than the standard denials by China and a discussion of the Comprehensive Nuclear-Test-Ban Treaty which bans all nuclear explosions.

That's fascinating - because it means that they've figured out how to test without seismic. Or, Trump is goofing.

I honestly don't know what the seismic data is like at the moment, but I once heard a nuclear engineer say that the best reason to test underground was not to avoid fallout or stop the enemy from seeing your tests, but that you got better data and more controlled experiments.
