I've heard of these but never seen them in person or used them. It is a method to turn birdshot or buckshot loads into a type of slug. The only person I've heard that ever used these was a friend's father, who had been a police officer in California back in the 1970s and early '80s, who kept the first shell in his shotgun like this because his agency did not authorize slugs. I can't vouch for the ability of a shotgun to eject a shell modified like this.
