Fragmentation of the Mexican Cartels

There has been, in the past, criticism that Pres. Calderon's strategy of targeting cartel bosses was simply fragmenting the cartels, rather than reigning them in. The Associated Press is now reporting that approximately 80 small and medium sized cartels (in addition to the 8 main large cartels) are operating in the country.
