He describes how the cartels control the flow of illegals and how they divert attention from those that they don't want to be caught while crossing. He discusses how the number that cross without being apprehended far exceed the official "catch and release" numbers that are reported in the media. He gives suggestions for regaining control over the border, including finishing the wall. My complaint about his suggestions, though, is that he wants faster and better processing rather than simply turning them away/returning them to Mexico.
