The author begins by relating how his bicycle was nearly stolen by the simple expedient of the thief locking a bike to the author's bike, so even when removing his bike lock, the author couldn't remove his bike because it was secured by the thief's lock. Generally the thief will return later, when there are fewer people around, and steal the targeted bike. Fortunately, in this case, the author tracked down a police officer who had a bolt cutter and was able to cut the thief's lock.
The remainder of the video has tips on safeguarding your bike, some recommendations on locks, and how to register your bike so that if it is stolen and later recovered by police, you can be notified and get your back your bike.

Vietcong used to boobytrap bikes in urban areas. They filled the hollow frame under the seat with explosives and rigged the pedals to generate enough current to detonate it. Always thought that was a great way to put an end to bicycle theft if applied to American cities.
